Nothing listed in the regisrty nor in the control panler/ add/remove
programs. So it thinks I have it installed AND NOT installed and it won't

Open %ProgramFIles%\Microsoft Office\OfficeXX\Addins and see if outbak.dll
exists there. If so, you're wrong about it not being installed already. If
it's there, add it directly in the COM Add-In Manager. How to find that is
version-specific and you decided to keep your Outlook version a secret, so you
can locate it yourself.
