Default inability to use outlook express

Outlook Express is a program. The program is no longer
underdevelopment. There is no one to contact.

The Welcome message you get when starting a fresh installation of OE is
built into the program. It doesn't come from anywhere.

Messages in a Drafts folder will never send. You need to double click a
message there, then make an changes if desired and click the SEND button
in the message composition screen to send the message to the Outbox
which can actually be sent.

To use Outlook Express with Hotmail you must use POP3. The HTTP access
built into OE no longer works because Microsoft has dropped support for
the OE version (WEBDAV) it at the Hotmail end. A newer DeltaSynch
version of HTTP is still supported at Hotmail. But that is not an
option in OE. You need to use the Windows Live Mail program or Outlook
Connector for that.
