I was at my wits end. Same here - Dell with Office 2003.
Uninstalling outlookaddinsetup also fixed the delays when typing an
email, and sometimes Outlook would cause the quick launch (and
everything else down the bottom of the screen) to freeze. I also don't
know what 'outlookaddinsetup' actually does, but if uninstalling it
causes grief i will come back and let you know.
