You could put a button on the template with a macro behind it to perform the save for her. In this way you can apply a password to modify forcing the new document to effectively be Read Only.

Happy to write the macro for you if you think that might help, but start by looking at the VBA command Workbook.SaveAs and using the WriteResPassword switch.
