Default Import all settings from recovered HDD

You can do a File | Load Hive in Regedit on the old NTUSER.DAT for that particular user and then get to the appropriate registry keys (see www.oehelp.com/backup.aspx) and then export them and modify them in Notepad to match the current system and then merge those, which would give you the account parameters, but it won't give you the passwords back. You might be able to use PassSniff (search for something like that, its free, but I forget the URL and exact name) to retrieve the passwords.

You cannot import the account information, as that is stored in the
registry, which is not easily accessible. So you need to search for *.dbx
(the files are hidden) on the old drive and then when you find the directory
of dbx files, then go to File | Import | Messages in OE and point to that
directory. That will get the messages back, but you will have to set up the
accounts anew.
