It has nothing to do with their profit margin. Individual products do not
have unlimited time and resources to add features so they have to pick and
choose. Part of the process involves assigning the value of the developers
time to add/change the feature, additional bugs it might introduce and the
number of people who want each feature. They use this to triage the
features and determine what gets done and what gets pushed back for the next
version.

Changing the folder icons is not like in windows explorer - a lot more is
involved in doing it in Outlook.
