Meaning what, exactly? State more clearly what you are trying to do and what
happens.

Confirm that you are using Windows XP Fax.
If so, state how you integrated it with Outlook 2000 and verify you are
using Corp/Workgroup mode. That integration is not supported. These two
products never existed in the same decade.
Your fax numbers must be in International Format for dialing rules to be
obeyed. Details on how to use international format to invoke dialing

Faxing a Word Document

I am trying to do a broadcast fax from my Outlook address book. When I
try to send the document the first time, the system ignores the process
as if I had done nothing.

If I repeat the process right away, the system tries to send it.
However, it does not dial correctly. I am not sure but I don't think it
is dialing a 1 for other area codes. I have my dialing rules set to
acknowledge my area code.
