Default TOC - Need Suggestions for Legal Document

I've inhereted a lengthy legal document where the TOC
has to appear a certain way. The following TOC needs to
come from the following test. The creator manually typed
in the TOC and I'm thinking there's got to be a way!
When I have 2 different lines of text that need to be on
the same line for the TOC, what do I do? Then for the
1.1 organization and Agreement area I can create a
style, but there needs to be a tab in between the two
areas of text and am not sure how to create that on the
TOC. Any suggestions would be great. I'm using Word
2003. Thanks! Caroline
