In addition to the link that Mary posted, you can do a Save As your
Publisher file as a .png file type. Once that is done start Word,
Insert Header, insert the picture (.png) file. Resize the picture to
fit. Close the header box and then save as a .dotx file (Document
Template.) When you need to create the file to send (or even print
on non-letterhead paper with the color printer) then simply open the
template file. I use this method all the time. Generally it is
cheaper than commercial printing of letterhead paper and it also
prevents issues with toner migration when printing through a laser
printers the second time.

I think you can also put your picture in as a watermark using that
technique, if you should want to.
But don't quote me on that it's more years ago than I want to remember
when I did such things!
