I do not want to sound like a broken record, but can you try deleting all
your cookies, and resign into your LiveID via Outlook (Workaround #2). From
there tell what your repro steps are to get to your current state?

Another question I have, are you using Outlook on two different machines?
And if so, are you attempting to publish calendars from these two different
machines?
