MS dropped speech recognition from Microsoft Office after 2003. It's returned to being a Windows feature. You may want to also
post this in the MS Desktop Application Speech discussion group through the link below, and include the version of Windows you're
using when posting there, as the dictation features available also vary by Windows version.

You may want to also look at 3rd party speech recognition apps such as those at http://nuance.com
