If you insert the JPEG with any wrapping other than In Line With Text, then
the caption will automatically be inserted in a text box, and you cannot
have a footnote reference inside a text box. I think you have probably
gotten this far. If you think about it, this makes sense: since a text box,
although it is anchored to a specific paragraph, can be anywhere on the
page, Word wouldn't know what footnote number to assign.

There are several possible workarounds. If you can insert the picture
inline, with a caption that is also an inline paragraph, then there is no
problem at all. If you must wrap text around the figure and caption, then
it's sometimes helpful to format them both as inline and insert them
together into a single frame. But that won't help with the footnote, as you
can't have a footnote reference in a frame, either.

What you can do, however, is this:

1. Insert the footnote in a paragraph near the figure caption. It can be
pretty much anywhere so long as (a) it will stay on the same page with the
caption, and (b) it will produce the correct footnote number in series if
there are other footnotes on the page. Select the footnote reference in the
text and format it as Hidden; this will not affect the actual footnote.

2. In the caption, use Insert | Reference | Cross-reference to Footnote,
selecting the appropriate footnote and "Footnote number, formatted." This
will insert a superscript number that will be the same as the number of the
footnote you just inserted. Note that, as a cross-reference, it will not
update automatically if you insert or delete footnotes before the referenced
one, but it will update whenever fields are updated (for example, when you
print).
