You didn't do anything wrong - the published calendars are read only. Do you
have your own web server or do you have to use office online? If you have
your own server, where you can install software, you could use an asp-based
service that allows people to create appointment requests or even one that
allows them to create eventso n the calendar and syncs back to outlook. I
don't know what exists in this area or if you'd need to have a web developer
write it for you.
