Default Outlook 2007 keeps starting in Offline mode

Does this happen even if you start Outlook in Safe Mode? (hold down CTRL
while you click the icon) See if this helps:

Do you have Service Pack 2 for Office 2007 installed?

If you click Start | Run and type "Outlook" then press enter does the same
thing happen?
