One possibility...

There could be objects on the report that don't show up very
well on the screen in design view.

Try clicking and dragging in the far right in all the form's
sections and see if anything that you hadn't noticed before,
gets selected. Things like lines, rectangles, very small
(one-pixel) controls, etc. If there's anything like that in
the area where you're trying to pull the right margin over
to the left, it won't budge.
