You need to pay attention that this in only happening when a new user is logging on.



In that case check to see if there are any residual connections still apparent
before you try logging in as the new user. Wait until those go away before
attempting a login. E.g. perhaps your ISP has a limit on the number of
open connections. Unfortunately OE seems to rely more on timeout
for dropping a connection (e.g. rather than sending a quit command)
so if your host server has a long timeout and it has a low limit on the number
of open connections from the same IP address you would have an explanation
for your symptom.

To check for the connections switch to a cmd window and enter

netstat -anp tcp

You can use Kimmo's idea about using telnet in another cmd window
(e.g. get the POP3 prompt there) and then switch to the cmd window
where you will do the netstat command to see how this would work.


This
does not happen if you reboot/restart the computer. This only happens when
one user logs off and another user logons. After reboot, everything works
fine! Like Mike said, having to reboot is not a solution.



What kind of link do you have then? E.g. if it is dial-up (PPP) or PPPoE
you could also try disconnecting the link and reconnecting. That would
at least kill connections on the client side but unless you got a different
IP address it wouldn't necessarily change things on the server side
(i.e., still assuming a *long* timeout there as a possible cause of your
symptom.)
