Sorry Russ...I found a post that may resolve my issue...send receive group
may be damaged. I'm going down that path ..thanks.

If you have set Outlook to work offline, of course it won't dial.
If you have not set it to work offline and if the connection type is set

Normal behavior. You set the wrong connection type. When you set the
connection type to Phone Line, Outlook will actively manage that
connection.
It assumes dial up users need to limit connection time and disconnects
after
a poll.
Set your connection type to LAN since you don't really want Outlook to
manage the connection.
