Your headers (Microsoft Windows Mail 6.0.6001.18000) suggest that you're
running Windows Mail in Vista, not Outlook Express. Windows Mail-specific

That being said...

1. Disable email scanning by your anti-virus application. It provides no
additional protection, it may be causing the problem, and even Symantec says
it's not necessary:

incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To

Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

2. Are you sure you've been able to send from this account in the past and
that your ISP isn't blocking Port 25?
