Like I said earlier if I select any other connection option like the
lan/modem when outlook is offline it WILL NOT DIAL.

connection type to Phone Line, Outlook will actively manage that connection.
It assumes dial up users need to limit connection time and disconnects after
a poll.
Set your connection type to LAN since you don't really want Outlook to
manage the connection.

connection called "earthlink" with all the information that the server
needs
to connect. When I use that "default Earthlink connection with outlook
express all is fine. If I specify the same dialup connection for Outlook
2003 the only way I can get it to dial out and do a send an recieve is to
select "Connect using my phoneline " Under the connection tab in internet
e-mail settings. Then under options Mail Setup I have to select
"automatically dialup during a background send/receive" other wise it will
not connect. When it does connect it does a send receive then disconnects
the
connection will not stay up.

No you didn't and still haven't. You must state the connection type you
specified for the email account. It does not matter what you're using. It
matters greatly what you specified for the mail account.

Outlook express uses the dialup connection fine Outlook 2003 will Dial

default dial up connection a simple earthlink dialup account. When I
start
OUtlook 2003 it should call up the dailup do a send and recieve STAY
CONNECTED to the Server. IT drops the line after the send and recieve.
This
is an automatic send and recieve.
