In case anyone looks here, I, again, have a Dell laptop with this problem but had no office pre-installed. I'm running Vista and installed Office 2007. When checking in Programs and Features (Vista's Add/Remove Programs) sure enough, there was OutlookAddinSetup by Cyberlink. Removing it fixed the problem so it appears to be across different office versions.
