Checked MS Knowledge Base and found article # 825781 which addresses
this problem (due to CMYK being selected in the printer advanced print
settings window)but the resolution does not work (this option was not
selected on my system).

This KB relates to something a tad different than your question, so this
kb will not work with your issue.
Anyone have a work-around or resolution that does work?

The composite CMYK output in 2003 is designed so that would match the
separations made directly from Publisher. Publisher 2003 has since changed
it's build so that separations were on the same printing path as composite
CMYK. As you have found, PS1, inkjets, etc are no longer supported. This
will affect very few people as commercial printers are encouraged to use
PS2 or better drivers, and Publisher can now take advantage of the advanced
PS2/3 feature set.
I am hoping that I do not have to chuck Pub 2003 in favor of
re-installing Pub XP.

Unfortunately, you will have to if you need this feature to work as it
did in the past for you, or use a PS2 supported printer. If I learn of
any workarounds, I will keep you posted. --
