Now that I've actually installed and tested I thought I'd post the final
result.

Yes, the Digi RAS 8 multi modem board does work in Windows Server 2003.
Windows sees each of the modems as an individual unit and can work with all
of them.

One thing that I was not aware of, and which has put a crimp in my plans, is
that Windows Server 2003 Standard Edition supports a maximum of 4 modems for
shared fax use. The additional modems cannot be used for Shared fax.
Apparently Windows 2003 Enterprise Edition does not have this limitaion.

separately in the Fax Management Console? If it shows up separately as 8
devices, they will work parallelly.

I checked the digi.com site and found that this model supports Faxing, so
that should not be a problem.
