Yep, if you're using Office 2007 or lower, the only way to create a movie out of your presentation is to use your slides as images and narration as audio. But you'll have to experiment a lot so that your audio matches the slides in the video. Also, you can use other software as well if you don't like Windows Movie Maker.
Office 2010 and above have an inbuilt feature to convert a presentation to a movie.
