Default edit setting to bar skipped line changes??

That happens when you either copy/paste text into OE or you use the
Enter key at any point other than the end of a paragraph.
OE wraps the text when written to the Outbox.
You may see some improvement if in Tools, Options, Send, Mail, Plain
Text settings to switch to MIME Quoted-printable. But even there it
will depend on the mail client the recipient is using and the size of
the message reading window.
The bottom line is that e-mail is not designed for "carefully edited"
messages. If the layout is critical, attach a Word document or PDF.
but then, some recipients won't read attachments.
