Create a template in which you create the following macros
Sub AutoNew()
Application.DisplayScrollBars = True
End Sub
Sub AutoOpen()
Application.DisplayScrollBars = True
End Sub
and save it in the Word Startup Folder. Then whenever you start a new
document, or open an existing one, the relevant one of those macros should
run and turn on the display of the scroll bars.
