Default Office 2007 Upgrade NOT Uninstalling/Removing older Version O2K3

Hi, we are doing some testing before rolling Office 2007 out but facing a
road block here. After the upgrade process the setup does not remove Office11
folder and leaves EXCEL, Powerpoint and all the other files intact. The O2K7
opens fine after the upgrade but the folder Office11 with nearly 200MB for
non-custom files stays untouched. Any ideas?

The Office 2007 media contains all the local languages (nearly 10 of them)
that are used in our company globally. The custom MSP was created using
setup.exe (English) probably wont matter where "remove all previous
version" was selected. We have done testing in French language and Italian
language machines and we see above problem.

Any one had experienced like it before?
