No, it can be toggled on or off under the users Outlook Calendar options.
You would need to use a registry hack or redeploy Outlook using a GPO or the
Resource Kit to remove this ability.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
