Yes, exactly. I wasn't clear. The problem is that
Publisher is not giving me the option of specifying ALL
the colors. It automatically adds in a second spot color
(when I only choose one - plus black, of course). This
second spot color is a 10% tint of spot color #1.

If I understand you correctly, you are looking in "Colors", and seeing
colors you have not specified.
Look under "Inks". These are your actual spot colours. What you see under
"Colors" is the tints and shades of the spot colours that are currently in
use in the publication.
