Assuming you have configured Outlook to include the Fax Mail transport,

you
can simply type the phone number into the To: field of a new message

window.
Use one-off format when typing the number directly in the To: field:
[FAX:nnnnnnn], where the n's are the phone number exactly as you want it
dialed.
