Default Import all settings from recovered HDD

What exactly *can* you see on this HDD? If only the files in Windows
Explorer, you will probably need to set up the accounts from scratch.

As far as your messages go:

In WinXP, Win2K & Win2K3, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Windows Explorer, you must enable
Show Hidden Files and Folders under Start | Control Panel | Folder Options
Icon | View, or in Windows Explorer | Tools | Folder Options | View.

The path to the message store will be very similar to this:

C:\Documents and Settings\Your User Name\Local Settings\Application
Data\Identities\{Long string of letters & numbers}\Microsoft\Outlook
Express

Copy the *ENTIRE* OE message store folder to a flash drive. (Folders.dbx
must be included). Place this on the Desktop or other location. Open OE
and: File | Import | Messages | Microsoft Outlook Express 6 and point to
where you saved it.

Note: I am not sure if messages already on the new HDD will be
overwritten. To be safe, before you import, create new folders in OE with
a name that is not in the backup. Eg: Move all your messages out of the
Inbox so when you import the old Inbox, it won't over write those
messages. You can merge them later.

anyone point me at a link that documents that process please. All my
searches so far (which I admit have been hasty) are pointing at slightly
different processes.
