Yes. Right now it wants to set up a database, but will not and I can't get
the wizard to not run on startup of Outlook.

I believe your problem is a win issue with Net framework and SQL
Express


Upgrade to 64 bit from Vista 32 bit. I only have 1 failed update, but it
later installed successfully and was for IE8.
