If you have the policies key, its controlled by group policy. if no
policy
exists, it falls back to
Software\Microsoft\Office\12.0\Common\MailSettings \. You could try
deleting
the policies key and see what happens - or add the data values to
Software\Microsoft\Office\12.0\Common\MailSettings \

This is mark comments disabled:

"MarkComments"=dword:00000000

where you stated however renaming it only does the trick in HKU no
HKCU.

It's as if Outlook wants to change a key called MarkCommentWith
(according
to process minitor) but that key just doesnt exist.

Strange. So I renamed it to MarkCommentsWith. Opened outlook.

Again
strange.

I think this should be submitted as a bug to MS. I am going to
email
my
TAM
as well.
