Default SMTP / POP Failure

All is well then Outlook 2007 fails to send / receive messages, both

So, data is local, all local to C:, also error is the same on every
instance of "send/receive"
I've uninstalled and reinstalled MS Office Pro...painful in that you
can't select the program of interest, it's all or nothing!
Same issue no connect on POP or SMTP via Outlook
Errors:

Log onto incoming mail server (POP3): Outlook cannot connect to your
incoming (POP3) e-mail server. If you continue to receive this
message, contact your server administrator or Internet service
provider (ISP).

Send test e-mail message: Outlook cannot connect to your outgoing
(SMTP) e-mail server. If you continue to receive this message, contact
your server administrator or Internet service provider (ISP).

Simple and stupid at this point, BTW MS Mail works fine same
settings.

This seems to be a C level instruction that has turned off access at
the command level... some setting that prevents Outlook from
"connecting" to any network connection, at least that's what I'm
thinking.
Clues???
