I am not a Cox user, so I don't have access to their web mail
configuration. It would be a useful feature, if it works along the lines
of my mail server. AT&T Yahoo! HSI, Comcast, and most other ISPs _don't_
offer that option to their users.

On my server for my hobby domain, I can use DNSBLs (I do use Spamhaus,
among others), and transaction rules (check components of the SMTP
transaction, and reject the email when a matching rule is triggered),
but most ISPs won't let their users have that level of access to their
SMTP servers.
